If you have an older iPad, however, that doesn't mean you can't draw on your iPad – if the iPad version you have doesn't support Apple Pencil, you can still use many free drawing apps to create designs and sketches.

I would venture to say that Adobe Illustrator Draw is your best option. There are many other good options as well, including those that are simpler and easier to use, but Adobe is known for their great products, and you only need a free Creative Cloud subscription to use Adobe Illustrator Draw.
One of the advantages of using Draw is that you can work on your designs on multiple devices and also work on them in multiple tools, like Adobe Photoshop and Adobe Illustrator Draw.
